According to a report by Gibson police, when confronted on July 1 about $200 missing from city funds, West produced two $100 bills from her purse. The report shows she admitted to the officer it was her intent to keep the funds for her personal use.
In a separate report from May 24, an officer took a complaint from a private citizen about an altered personal check that had been written to the City of Gibson's Sewer and Water Department. The investigation showed the amount on the check had been changed from $74.95 to $174.95. The officer determined West altered the check then recorded a false deposit to the city's account.
