JACKSON, Tenn.- Jackson police arrested a man who they believe has an apparent foot fetish for allegedly stalking one of his neighbors and sneaking into her apartment, Monday.

Jackson police arrested Donald Morrow, 50, of Jackson, for stalking and trespassing after his neighbor reported the suspect had come into her home uninvited and watched her while she slept. .

"He was that close to me. He could have easily jumped me, raped me or killed me," said the victim, who asked that we not use her name. "If my little girl was in here, he could have jumped on her and grabbed her raped or killed her"

The victim told 7 Eyewitness News that Morrow has been stalking her for more a year. She said he has repeatedly asked her if he can rub her feet. She said the first time he asked, he said it had to do with a fraternity prank.

"I actually quit going out back all together," she said. "I did not want to go outside in flops at all."

Jenny Hampton who works in a Jackson shoe store told 7 Eyewitness News she has become very familiar with Morrow and his alleged foot fetish. She said her fellow employees have even asked him to leave their store because he was bothering other women.

"He asked me my shoe size. He said do you mind taking off your shoes and let me massage your foot? I said, 'No, I can't let you do that,'" said Hampton.

Investigators said Morrow has a long history of this type of behavior. Police arrested Morrow on October 29, 2011, after a 15-year-old girl claimed he approached her in the Dollar Tree and asked her to take off her shoe, so that he could see her sock. Investigators said she thought Morrow was an employee, so she removed her shoe. Police said Morrow then rolled her sock down and rubbed his hand across her feet. Officers said Morrow even told her that she had pretty purple nail polish on her toes. In that case, police arrested Morrow for public intoxication and simple assault. Morrow plead guilty and completed 30 days of inpatient treatment.

Now Morrow has been charged with trespassing and stalking His bond was set at $10,000.
