NEWBERN, Tenn. — A change of plans for one West Tennessee city’s beautification project leads to a bigger price tag. The Newbern Beautification Project’s planning began in 2012, and the original cost was going to be $75,000. Leaders with the project said now the cost has gone up to $211,000 due to the increase in gas, cement and other materials needed. The beautification was going toward lighting, sidewalks and flowerbeds around the downtown Triangle area.
