Man Indicted on Hit-and Run Charges

A Knoxville man has been indicted in the hit-and-run traffic deaths of a young woman, her fetus and a man who was trying to help after a car breakdown. 22-year-old Curtis Scott Harper surrendered to authorities Wednesday afternoon. Harper is charged with three counts of vehicular homicide, one count of DUI, one count of evidence tampering and one count of reckless endangerment. Investigators said Harper was driving a sport utility vehicle that struck and killed 24-year-old Chasity Elaine Thornell, her unborn child and 45-year-old Nelzon A. Soto. Thornell had gone to help a friend whose car broke down in front of Soto’s house. Harper lived in Franklin before moving to Knoxville to attend the University of Tennessee.
