Police Charge Man with Child Rape

JACKSON, Tenn.- A Jackson man was arrested Tuesday in his apartment on a charge of child rape. Thomas David Blackwell was accused of raping a young girl in December in a Jackson hotel. The Department of Children’s Services is assisting in the investigation. Police said Blackwell was a friend of the child’s family. He is scheduled to make his first court appearance on the charge, Wednesday.
