One-time money cushions colleges in funding change

MEMPHIS, Tenn. (AP) – The Tennessee legislature’s shift to performance-based funding for public colleges could have two Memphis schools under the Tennessee Board of Regents under the gun. There won’t be cuts in the coming year, but a non-recurring fund ends after that.

The Complete College Tennessee Act of 2010 phased in its shift to “outcomes-based” funding over three years. The Commercial Appeal (http://bit.ly/16WxA02 ) reported lawmakers included extra money to protect the campuses from formula-based funding cuts during the transition.

The University of Memphis and Southwest Tennessee Community College are the only schools under the regents that would have otherwise lost funding for the 2013-14 school year.
