JACKSON, Tenn.–Jackson police arrested a local club promoter after a man died in a shooting. Officers said Tobious Blackwell told people police would patrol the parking lot the night of the killing. “I don’t see what’s criminal about it,” said Blackwell. Just out of jail, Blackwell, spoke candidly Thursday about the flier that put him behind bars. “They want to show that they’re at least doing something and I think they’re using me to number one try to make an example out of, and make people feel like ‘well, hey a party‘s not something you want to do in Jackson because this is what‘ll happen to you,” said Blackwell. On July 14, police said someone shot and killed Raymon Carpenter, 26, at a party outside Club Sinsations. Blackwell advertised on a flier officers would provide outside security for the party. “We were taken advantage of, people were taken advantage of and that’s a violation of the law,” said Captain Tyreece Miller, with the Jackson Police Department. Miller said police agreed to do a special patrol the night of the party, but not parking lot security. “With special patrols they will drive by to the best of their ability,” said MIller. “They’ll be in the area as much as they can, but understand they have to respond to other things.” A judge arraigned Blackwell, Thursday on a deceptive business practice charge. Blackwell said he misunderstood. “I don’t feel like it’s a difference,” said Blackwell. “They’re still doing the same job by making sure everybody is safe.” Police heard the gunshots the night of the shooting and responded. “I think the likelihood of violence would be much less if police officers were in the parking lot,” said Miller. Blackwell bonded out of jail Thursday morning. He is due back in court August 15. Police have not made any arrests in the shooting death of Ramon Carpenter.
