Shooting victim’s father requests all-citizen review board

JACKSON, Tenn. — The father of the 20-year-old man shot and killed by Jackson police last November is asking the city to form a new board to review all officer-involved shootings. L’sana D’Jahspora asked the Jackson City Council Tuesday to form an all-citizen committee to review officer-involved shootings in the Hub City, such as the Nov. 6 shooting in which his son, Cinque, was killed by a Jackson police officer after officials say his son stabbed the officer. “The need for a more independent agency in terms of trying to initiate some action, especially in cases of lethal force with officer,” D’Jahspora said after the Tuesday meeting. The shooting happened in city council member Ernest Brooks’ district. “I surely would think an independent eye and an independent voice that could report back to the council and the mayor on issues such as this would be important, and I think it would be efficient and effective,” Brooks said. While city councilmen said an all-citizen review panel could be useful, the Jackson Police Department said they have a review panel and it includes someone not in law enforcement. “When an officer is involved in a shooting, there is always a shooting review board,” Major Thom Corley told WBBJ 7 Eyewitness News Tuesday. “On the boards there’s supervisory personnel, equal rank personnel, training personnel and also there’s a citizen component part of that board.” Interim Police Chief Julian Wiser said it is unlikely an all-citizen panel will be formed because, per the request of the family, the case was already taken over by the Tennessee Bureau of Investigation. Wiser confirmed Tuesday the officer-involved shooting is still under investigation by the TBI.
