MILAN, Tenn. — A man is charged with rape of a child after Milan police investigate a report of sexual abuse from the Department of Children Service. Ray Charles Bills, 36, faces two counts of rape of a child on accusations of conduct involving two sisters, ages 9 and 7, according to an incident report from the Milan Police Department. DCS called police to Milan Elementary School to talk to the girls about the reported abuse, according to the report. One of the girls described how and where Ray had touched her and her sister, according to the report.
