JACKSON, Tenn. — Jackson police have arrested a man accused of raping a young boy. Scottie Linora Joy, 25, faced a judge in Jackson City Court on Wednesday. He is accused of raping a 5-year-old boy at a home inside a north Jackson subdivision. “It always concerns you when you talk about something like this, but you got crime everywhere,” neighbor Jimmy Utley said. “You can’t run from it.” Utley moved into the neighborhood more than 20 years ago and said he is surprised. “I don’t think our neighborhood is conducive to this kind of action, but you just can’t tell,” he said. According to court documents, Joy admits to raping the boy at a home multiple times on different dates. Joy told police at least one of the events happened between late November and late December of last year, according to an affidavit. “That child’s going to be affected,” neighbor Mae Webb said. “I don’t care how long he lives. That’ll always come back.” Webb said it has always been a good neighborhood but that she is concerned. “We just don’t think anything like the things you see on the news is going to happen here — all that wouldn’t happen here — but then it does, and it becomes more real to you,” Webb said. The arrest surprised people in the community. “You just think that the people are better than that,” Utley said. “You don’t expect it.” Joy currently is being held at the Madison County Jail in lieu of a $200,000 bond. He is scheduled to return to court April 9. Police could not say if there are more victims.
