Carroll Co. jailer fired after alleged inmate abuse

CARROLL COUNTY, Tenn. — A West Tennessee corrections officer has been fired amid a use of force investigation. Shawana Welch said when her family went to visit her son, Demetri Partee, two weeks ago at the Carroll County Jail, she knew something wasn’t right after being told she couldn’t see him. The Carroll County sheriff said he’s now investigating an incident involving the use of force. “Immediately upon myself being made aware of it, I did view some video and ask for some background on it,” Sheriff Andy Dickson said. The sheriff did not want to release the name of the corrections officer but did say the employee had been fired. Welch says jail personnel used a Taser on her son while he was restrained, and she wants to know why. Her concern now is for his health. “He’s having chest pains, stomach pains, and he got messed up, and I don’t want to say bad, but he did get burned,” Welch said. Dickson said he doesn’t believe medical treatment was needed at the time but did say the Tennessee Bureau of Investigation and FBI are now involved, limiting the amount of information he can release. “He’s a good kid. He’s just been led the wrong way and made the wrong decisions,” Partee’s step-father, Rodney Welch, said. Partee is now being held at the Gibson County Jail, although it’s unclear who requested the move. The family hopes they will get answers soon. “It shouldn’t have happened,” Shawana Welch said. “He was already being punished by being in jail.” Partee was originally jailed in Carroll County on drug charges. The TBI said its investigation began on March 23 but would not comment further.
