JACKSON, Tenn.-New information about a convicted sex offender on the run in West Tennessee. Over the weekend, WBBJ 7 Eyewitness News told you U.S. Marshals were searching for Kenneth Hipps. Marshals said last week, he cut off his electronic ankle bracelet and even led Dyer County deputies on a chase, Friday. Investigators believe Candace Scot was the one driving at the time.
