Shantell Hoefling joins Mayor’s Office as Neighborhood Specialist
Jackson, Tenn. – The City of Jackson is pleased to welcome Shantell Hoefling as the new Neighborhood Specialist for the Mayor’s Office of Innovation. In her role, she will work closely with residents and community partners to strengthen engagement, support neighborhood initiatives, and help foster a stronger sense of connection across the city.

Originally from California, Hoefling relocated to Tennessee at the age of 19 – a move she says profoundly shaped her life. Since settling in Jackson, she has developed a deep appreciation for the city and its people, proudly calling it home.
After moving to Tennessee, she continued that commitment by working with children and youth ministries, nurturing the next generation through faith-based outreach. Professionally, she has held positions as a Customer Service Representative, Trainer and Supervisor, roles that strengthened her leadership and communication skills.
“My love for Jackson continues to deepen, and as I step into this new role, I hope to highlight the beauty that surrounds and defines our community,” said Hoefling. “I am truly honored to serve the people of Jackson and contribute to the place that has given me so much.”
Hoefling’s addition is part of a broader transition within the Mayor’s office including former Neighborhood Services Director Abby Palmer named Service Innovation Director, and former Neighborhood Specialists Elvia Trejo’s promotion to Neighborhood Services Director.
“We’re excited to welcome Shantell to the team,” said Mayor Scott Conger. “Her passion for service will be an incredible asset as we continue building stronger, more community-centered neighborhoods.”
