Arrest made in last week’s Henry Co. homicide

HENRY COUNTY, Tenn. — Deputies released new information Monday in last week’s Henry County homicide. Toby Carter is charged with first-degree murder and aggravated kidnapping in the death of 80-year-old Bobby Dozier. Investigators say they were able to link DNA evidence from the scene to the suspect. “We are 100 percent confident that we have the killer of Bobby Dozier,” Captain Damon Lowe with the Henry County Sheriff’s Department said. That’s about all Henry County deputies are saying about their case against 37-year-old Toby Carter. Officers found Dozier’s body last Tuesday on Olde Tennessee Trail in Henry County. Carter was arrested late Friday night. Sheriff Monte Belew says the quick arrest is due to quick work by DNA analysts at the TBI lab. Captain Damon Lowe say they’re not releasing a motive, cause of death or even where they think Dozier was killed. “We have 3 points of interest that we are investigating right now,” Lowe said. Sheriff Belew says investigators caught up with Carter while he was riding with his parents, Friday night, on Lake Highway. Captain Lowe says Carter has a previous arrest record sserving time in Illinois for things like arson, theft and burglary. “As Mr. Dozier’s family lays him to rest today we are thankful to get a violent career criminal off the streets of Henry County,” Belew told WBBJ 7 Eyewitness News. Carter is being held at Henry County Jail in lieu of $1 million bond. Carter will make his first court appearance Tuesday morning. Carter’s mom and step-dad were also arrested Friday night. Billy Ray Schafer was charged with driving on a suspended license and Kathleen Schafer was charged with public intoxication. Both posted $500 bond and will also appear in Henry County General Sessions Court Tuesday morning.
