Man Charged with Belt Beating

A Madison County man is facing charges after allegations of excessive abuse while disciplining a 13-year-old female. Investigators said the teen suffered injuries to her back and lower legs in the shape of a belt. Melton Dulin, 48, of Jackson is charged with aggravated domestic assault and child abuse and neglect. Dulin was arraigned in general session court Thursday and his bond was set at $5,000. He was ordered to not have contact with the victim and to surrender his handgun permit and handgun.
