One Resigns, Three Suspended in Inmate Suicide Investigation
One deputy has resigned and three others have been suspended following the investigation into a Madison County Jail inmate’s suicide. According to Madison County Sheriff David Woolfork, Deputy Tamara Taylor was suspended for 15 days without pay and Deputy Josh Hogg resigned from his position. Additionally, Deputy Perry Webb, 25, and Deputy Victoria M. Cox, 49, waived their rights to a disciplinary hearing and accepted a three day suspension without pay for policy violations in the incident. Sheriff Woolfork stated that one additional officer will have a disciplinary hearing after returning from sick leave. This comes after Jonathan Carter, 24, of Huntingdon, was found dead in his cell on December 20, 2011. Carter was on suicide watch at the time of his death. Investigators said that Taylor and Hogg failed to make timely checks on Carter. According to departmental policy, inmates on suicide watch are supposed to be checked on every 15 minutes. The investigation showed that deputies did not check on Carter at those regular intervals. Hogg wrote a three page resignation letter to Sheriff Woolfork which outlined the circumstances he said led up to Carter’s suicide. In the letter, Hogg stated he was placed “into a set of circumstances in which the suicide was almost inevitable.” To read Josh Hogg’s resignation letter: CLICK HERE (PDF)
