Martin man charged with second DUI, accused of hitting teen

 

MARTIN, Tenn. — A Martin man appears in court Monday on charges of driving drunk Friday when he is accused of hitting a 15-year-old walking along old Fulton Road.

Martin police have charged Bobby Phelps with his second DUI offense and said he was driving without a license or insurance and had a small bag of marijuana in his vehicle.

The young girl he is accused of hitting was struck by a mirror on his vehicle. Officers said her injuries were minor.

Phelps remains jailed in lieu of a $10,000 bond.
