Party Promoter Accused of Deceptive Practices

JACKSON, Tenn. – The man who allegedly promoted the July 13 party at Club Sinsations has been charged with deceptive business practices. According to a news release, Tobious Blackwell, of Oakfield, surrendered and was booked into the Madison County Jail early Thursday morning. At his arraignment, his bond was set at $3,000. He is scheduled to return to court August 15. Police said that their investigation showed that Blackwell promoted the party and had a flyer produced for advertising that indicated “Outside Security Provided by JPD.” Officials stated that Blackwell rented the building from Anthony Stokes who had a previous agreement for security services with the City of Jackson for police officers to furnish security in the exterior areas and on the parking lots, but that was terminated in 2011. Investigators allege that Blackwell was aware that there was no longer a contractual agreement between the City of Jackson and Club Sinsations. They also said that Blackwell was aware of the difference between the police department providing a “special patrol” and parking lot “security”. On July 14 at 1:13 a.m., an officer was special patrolling Club Sinsations at 13 Bond Street and heard gunshots in the area. Officers responded to the business and found Carpenter, 26, lying on the parking lot with gunshot wounds. Carpenter was transported by ambulance to Jackson-Madison County General Hospital and was pronounced dead around 2:30 a.m. During the ongoing homicide investigation, investigators learned that Blackwell promoted the party at Club Sinsations. At Blackwell’s direction a flyer was produced advertising the party as “Andrea’s (AKA) ‘Booch’ B-Day Bash”. According to the flyer, the doors opened at 10 p.m. on July 13. Blackwell promoted the party via the Internet, Facebook and Twitter. The distributed flyer read “Outside Security Provided by JPD”. Deceptive business practices Tenn. Code Ann. 39-14-127 is a Class B misdemeanor punishable by a maximum sentence of 6 months in jail and up to a $500 fine. According to police, an officer was special patrolling the area of Club Sinsations at 13 Bond Street during the early morning hours of July 14 and heard gunshots in the area. Officers responded to the business and found Raymon Carpenter, 26, lying on the parking lot with gunshot wounds. Carpenter was transported by ambulance to Jackson-Madison County General Hospital and was pronounced dead around 2:30 a.m. The homicide investigation is ongoing.
