Gibson County Announces Director for New Mental Health Court Program

Trenton, TN — The Gibson County Mental Health Court is proud to announce the hiring of Selina Williams as the Director of the newly established Gibson County Mental Health Court Program. Williams will lead the development and implementation of the program, which aims to expand access to treatment, reduce recidivism, and support individuals living with behavioral health challenges in the criminal justice system.

“Selina’s leadership marks a major step forward for Gibson County,” said Gibson County General Sessions Judge Bradley Owens. “We’re building a program that treats people, supports recovery, and breaks the cycle—not just punishes failure.”

Gibson County’s Mental Health Court will be the 21st such program in the State of Tennessee, reflecting growing statewide recognition of treatment-focused alternatives to incarceration. The program will provide an alternative pathway for eligible participants, connecting them to treatment, recovery services, and long-term support. The effort represents a county-wide commitment to improving outcomes for individuals with mental health needs and building healthier, safer communities

About the Director

Selina Williams is a native of Dyersburg, Tennessee, and a 1988 graduate of Dyersburg High School. She received her Bachelor of Science degree from the University of Tennessee at Martin in 1991.

Selina brings more than three decades of experience in behavioral health, case management, and criminal justice coordination. She spent 13 years with Carey Counseling Center, serving as a Criminal Justice Behavioral Health Liaison working with justice-involved individuals 18 and older who were incarcerated or at risk of incarceration. Her work focused on connecting individuals with substance use disorders, co-occurring disorders, and mental illness to behavioral health treatment, recovery programs, and community supports.

During her time at Carey Counseling, Selina received the Growth and Opportunity Award in 2019. In 2023, she also received a certificate of appreciation from WRAP, in collaboration with the Tennessee Coalition to End Sexual and Domestic Violence, recognizing her work on behalf of victims and survivors of domestic and sexual violence in Gibson County.

Selina previously served for 18 years with Pathways Behavioral Health as a mental health case manager. Across both organizations, she built a reputation for empathy, accountability, and effective advocacy on behalf of individuals with complex needs.

Selina has worked directly with courts, probation, jail staff, attorneys, and service providers, and covered Gibson, Obion, and Lake Counties as a liaison. She has also served on the Gibson County Recovery Court Team for at least three years. Her expertise includes assessment, referral, inter-agency coordination, and ongoing support to reduce recidivism and promote long-term recovery.

Her professional mission is to bridge the gap between the criminal justice system and behavioral health community by improving access to treatment, building systems of support, and promoting accountability with compassion. She is known for her calm leadership, professionalism, and unwavering commitment to underserved individuals.

Selina is the proud mother of two adult children, LaMarcus Mosley and Serena Mosley.
