Knoxville approves panhandling ban expansion
KNOXVILLE, Tenn. (AP) – Knoxville city officials have approved more restrictions on panhandlers.
Media report that the City Council voted unanimously on Tuesday to expand the ban to include solicitation within 20 feet of homes, closed-in pedestrian walkways and businesses.
There was already a ban on aggressive panhandling, as well as making solicitations after dark or close to bus stations, banks, crosswalks, some parking areas and restaurant patios.
Downtown coordinator Rick Emmett said he recommended the change after getting complaints from residents.
Mayor Madeline Rogero said the city tried to find an approach that balances the freedom of speech with the right to not be approached aggressively.
