Madison County secures $10 Million in state funding for West Tennessee Regional Juvenile Justice Center

JACKSON, Tenn.–Madison County has been awarded $10 million through the General Assembly’s approved state budget to support the initial development of a pre-adjudicated West Tennessee Regional Juvenile Justice Center. This investment marks a critical first step toward addressing longstanding gaps in juvenile justice infrastructure across the region.
The planned facility will serve all West Tennessee counties (outside of Shelby County) and is designed to provide a safe, structured environment for youth who are involved in the justice system prior to adjudication. The center will emphasize dignity, fairness, and early intervention, offering wraparound services aimed at beginning the rehabilitation process as soon as a juvenile becomes justice involved.
Madison County Mayor AJ Massey emphasized the importance of the investment and the broader vision for the project.
“This funding represents meaningful progress toward meeting a critical need in West Tennessee,” said Mayor Massey. “For too long, our communities have lacked appropriate options for housing and supporting justice-involved youth. This center will allow us to treat these young people with dignity while providing the services they need to begin rehabilitation immediately. We are grateful for the Governor’s support and remain committed to working with the State and our regional partners to secure full funding for the complete facility.”
State Senator Ed Jackson highlighted the regional impact of the project.
“This investment is an important step toward strengthening our juvenile justice system in West Tennessee,” said Senator Jackson. “By beginning development of this facility, we are creating a path toward better outcomes for youth and safer communities. I am proud to support efforts that bring necessary resources closer to home for the families and counties we serve.”
State Representative Chris Todd also underscored the importance of continued collaboration.
“This funding allows us to move forward with initial components for a critical facility that will benefit the entire region,” said Representative Todd. “A regional juvenile justice center will provide a more appropriate and effective solution for handling pre-adjudicated youth. I look forward to continuing our work with state leaders and local officials to ensure this facility is fully realized.”
Local leaders note that the $10 million allocation represents only the beginning of a larger effort. Full development of the West Tennessee Regional Juvenile Justice Center will require additional state and regional investment.
Madison County officials will continue engaging with state leadership and partner counties to advance funding discussions and bring the full vision of the facility to completion.
